Accountability Engineering for Technology Integration

Most organizations treat accountability as a means of control: verifying compliance, documenting adherence, and managing risk.

Grounded in my research program, this course challenges this view: organizations that integrate technology through the compliance lens risk favoring procedural regimes—those that ensure consistency, enable audit, and document adherence—at the expense of discretionary regimes—those that protect the capacity of professionals to assess, deviate, and decide in the face of what procedure cannot anticipate.

As automation history reveals, both regimes are necessary for sustaining reliable decision-making—and each new technology risks collapsing the two.

AI is the most powerful instance yet because it makes procedural accountability effortless, total, and ambient in ways prior technologies could not.

This course develops the leadership skills necessary to become Accountability Engineers: those who deliberately and continuously design both procedural and discretionary infrastructure against the compounding pressures of mindset and technology.

Module A

Foundations

What are accountability regimes, how do they shape the decision-making environment, and why have organizations always required two structurally different regimes? Through historical cases of automation, students learn that procedural regimes ensure consistency, enable audit, and document adherence, while discretionary regimes protect the capacity to assess, deviate, and decide in the face of what procedure cannot anticipate. Together, both regimes produce cognitive flexibility—the professional's ability to work in both modes. Neither regime produces it alone. Students also examine where AI sits relative to its predecessors, and debate whether it represents a difference in kind or only in degree.

Module B

Characterize

What is technology integration doing to both regimes—and why can’t the organization see it happening? Governance best practices send implicit signals that erode the discretionary regime while leaving the procedural regime intact. The cumulative result: formal oversight that looks comprehensive while the organization’s capacity for professional assessment and independent judgment is quietly dismantled.

CHARACTERIZATION is the leadership capability of surfacing what procedural metrics cannot see.

Module C

Counterbalance

How do you design accountability architectures that sustain both regimes when the procedural regime’s infrastructure regenerates automatically? Students learn why instinctive countermeasures reproduce the problem, develop the capacity to design architectures that hold both regimes in productive tension, learn to evaluate discretionary capacity without turning evaluation into a checklist, design team structures that make independent professional assessment institutionally supported, and examine why the discretionary regime protects a dimension of professional reasoning that no procedure can encode.

COUNTERBALANCING is the leadership ability to redesign accountability architectures that harness both regimes so that technology and professional judgment reinforce each other rather than compete.

Module D

Calibrate

What forces push the organization back toward procedural dominance—and how do you sustain both regimes against them? Three levels work against you: your own assumptions about what accountability is for, your industry’s benchmarking practices that reward what can be documented, and the legal and public environment that directs blame toward the most visible actor.

CALIBRATION is the leadership capability of sustaining both regimes over time as these forces continuously press toward the procedural.
