Accountability Architecture for AI-Mediated Decisions
When organizations integrate AI through a procedural lens, they risk sustaining one accountability regime and eroding the other. The gap between surface governance and underlying reality reaches its maximum.

Surface: Cognitive security interventions—friction, forcing functions, uncertainty displays—are designed at the individual and human-AI interface level, and they work in experiments.
Reality: Whether those interventions function in organizations depends on the accountability regime surrounding the interface. AI integration collapses the differentiation between procedural and discretionary regimes, and the surviving regime risks making the exercise of independent reasoning indefensible on the record.
The gap: The intervention works at the interface. Whether it works in the organization depends on a regime the intervention cannot reach—and that regime is invisible because the only metrics available belong to the side that is expanding.

Reality: They operationalize value tradeoffs that are fundamentally discretionary.
The gap: Technical decisions that are actually judgment calls—unrecognized as such.

Reality: Navigating between reliance and override is itself demanding cognitive work the governance architecture ignores.
The gap: AI looks like it supports judgment. The interaction demands a type of judgment the surface framing obscures.

Surface: AI vendor relationships are procurement decisions managed through contracts and service agreements.
Reality: Organizations undergo a psychological cascade—superhumanizing the vendor, disengaging morally from outcomes, normalizing obscured responsibility—until the allocation decision is no longer theirs.
The gap: What looks like a vendor relationship is actually the progressive surrender of the judgment about what to delegate.
How Monitoring and Public Scrutiny Send Unintended Signals
Accountability mechanisms designed to improve performance can undermine it—not through failure but through the signals they send.

Surface: Monitoring technologies reduce people’s autonomy, potentially leading to worse performance.
Reality: If monitoring is framed as egalitarian rather than punitive, body cameras can also reduce people’s sense of conflict with those they serve, mitigating the downsides.
The gap: The impact of monitoring on performance is contingent on how it is framed.
Surface: Public scrutiny should improve performance by increasing accountability pressure.
Reality: When scrutiny signals that the complexities of the work are underappreciated, it reduces safety behaviors.
The gap: Accountability pressure looks like it should help. When it signals misunderstanding, it harms.

Surface: Motivated professionals should be resilient to external criticism.
Reality: Even motivated employees disengage when accountability signals misunderstanding of what their work requires.
The gap: Motivation isn’t armor. The wrong accountability signal can undermine it.
Foundations: How Accountability Structures Reshape Judgment
The same formal accountability structure can produce opposite behavioral consequences depending on the signals it sends. These findings lay the groundwork for the procedural and discretionary regimes that organize the current work. This is where the research program begins.

Surface: Process and outcome accountability produce consistent, predictable behavioral effects.
Reality: The same structure produces mindless conformity or genuine critical thinking, depending on the signals surrounding it.
The gap: The structure looks the same. What it produces depends on context the structure doesn't control.

Surface: Process accountability should outperform outcome accountability because it promotes disciplined, evidence-based reasoning.
Reality: In uncertain, dynamic environments, outcome accountability produces superior adaptive performance over time, while process accountability promotes more effective knowledge transfer. Hybrid systems capture both benefits.
The gap: The field assumed process accountability was categorically superior. In environments with irreducible uncertainty, neither regime alone suffices—the complementary contributions of both are required for sustained performance.
